Detailed Design and Construction
Scope of Work
On behalf of the Ministry of Transportation, Ontario, Coco Paving Inc. (Coco) and Dillon Consulting Limited (Dillon) are completing the Design-Build Contract to complete the Detailed Design and Construction of:
Replacement of the Elgin Road bridge over Highway 401
Reconstruction of the existing Elgin Road interchange ramps
The project is being completed following MTO's Class Environmental Assessment for Provincial Transportation Facilities (2000) as a Group "B" undertaking.
A Design and Construction Report (DCR) will be prepared to document environmental impacts and mitigation measures.

Highway 401 Rehabilitation
MTO has identified cost savings and efficiencies to complete adjacent rehabilitation of Highway 401 (paving, drainage, and median barrier) in coordination with this project.
The rehabilitation work for Highway 401 is being completed as a Group "C" undertaking following MTO's Class EA.
An Environmental Screening Document will be prepared for MTO's internal use.
Highway 401 rehabilitation work will be completed in Summer 2018.
During construction two lanes of Highway 401 traffic will be maintained in both directions (single lane closures) and short duration ramp closures will be required at Dorchester Road and Putnam Road.
The project is located at the interchange of Highway 401 and Middlesex Road 73 (Elgin Road) in the Municipality of Thames Centre, Middlesex County, approximately 5km east of the City of London.
